Excel is an engine, not a source

A PMT, FV, PV, NPV or IRR cell can apply present value or a neighbour. The convention still has to come from somewhere. Take it from the present value calculator and the formula page.

What to copy

FF is a lump due after nn periods, PMTPMT a level end-of-period payment, and ii the rate per period. At a zero rate the present value is just the undiscounted sum, because nothing is being given up by waiting. Match the period and the sign. Then type the Excel function that implements that, not a different one.
